State Law — Alabama

Classification
Three-class system (≤750W) with manufacturer label required (class number, top assisted speed, motor wattage). Class 3 must have a speedometer.
Helmet
Helmet required for all Class 3 operators and passengers (CPSC/ASTM standard).
Throttle rules
Class 1/3 are pedal-assist only (assist cuts at 20 mph and 28 mph, respectively); Class 2 may use a throttle up to 20 mph. Post-modification label update required.
Trail access
E-bikes may ride where bicycles are allowed (streets, bike lanes, multi-use paths). Local authorities may prohibit Class 1/2 on certain bike/multi-use paths and may prohibit Class 3 on those paths. Natural-surface non-motorized trails are excluded from this local-ban authority.
Minimum age
Class 3: 16+ to operate (under 16 may ride only as a passenger if the bike is designed to carry passengers).
Licensing / Registration
No driver’s license, registration, title, insurance, or tag requirements for e-bikes as defined in the statute. E-bikes have the same rights/duties as bicycles.
