The state-specific age and helmet rules are: West Virginia does not set a statewide e-bike-specific operator minimum age in sections 17C-1-70 and 17C-11-8. Every e-bike operator and passenger under 15 must wear a helmet. West Virginia does not impose a statewide e-bike-specific helmet mandate on riders age 15 or older.
